AVoHC Kofi Annan Scholars Program – Financial Specialist – Africa CDC

The AVoHC Kofi Annan Scholars Program recruits 20 Financial Specialists on a volunteer basis to support Africa CDC’s public health initiatives across AU Member States.

Who can apply

• Citizens of any African Union Member State or the African Diaspora
• Master’s or doctoral degree in Finance, Accounting, Business Administration, or a related field
• Minimum of 7 years of relevant experience in financial management, auditing, or policy development
• Professional certification (CPA, ACCA, or CFA) is an advantage
• Experience developing financial systems, policies, and manuals aligned with national and international standards is an advantage

What you'll do

• Conduct assessments of existing financial policies and procedures
• Develop a comprehensive financial management manual covering budgeting, accounting, disbursement, and auditing
• Ensure compliance with Member State regulations, international best practices, and donor requirements
• Strengthen budgeting, reporting, disbursement, and auditing procedures
• Provide training and capacity building for financial teams
• Establish internal controls to mitigate financial risk, prevent fraud, and enhance transparency
• Develop financial risk management plans
• Advise senior leadership on financial sustainability, resource mobilization, and donor engagement
