• Register or log in to the portal at http://supplier.quantum.partneragencies.org.
• Indicate intent to bid by creating a draft response in the system.
• Submit offers no later than 21-Aug-26 @ 09:41 AM (New York time).
• Request clarifications via the portal’s messaging functionality.
