International Consultant for the Development of a GCF Readiness Project

UNDP Djibouti is seeking an International Consultant to support the Ministry of Environment and Sustainable Development in developing a Green Climate Fund (GCF) Readiness Project proposal.

What it offers

• Lead the technical preparation of the Readiness Project document in accordance with GCF templates, policies, and quality requirements.
• Develop the project rationale, theory of change, components, activities, results framework, implementation arrangements, budget, and work plan.
• Integrate gender equality, environmental and social safeguards, risk management, and national ownership considerations.
• Facilitate consultations with government institutions, development partners, the private sector, and civil society, including a multi-stakeholder validation workshop in Djibouti.
• Support the preparation of responses to comments or requests for clarification from the GCF Secretariat.

What you'll do

• Review national climate strategies and ongoing initiatives.
• Identify institutional, technical, and climate-finance capacity gaps.
• Develop and finalize the Readiness Project document and its annexes.
• Conduct a seven-working-day field mission to Djibouti.
• Work under the supervision of the UNDP Environment and Climate Programme Officer, in coordination with MEDD and UNDP technical advisers.
